Director de bandas militares estadounidense de origen irlandés. A los 19 años emigró a EE.UU. En 1859 asumió la dirección de la banda de brigadieres de Boston (conocida después como la banda de Gilmore). Durante la guerra de Secesión, la banda completa se alistó en el ejército de la Unión.
Showman excéntrico, Gilmore organizó presentaciones extravagantes en 1869 y 1872 con más de 10.000 ejecutantes; la primera incorporó fuego de cañones y 100 bomberos golpeando yunques, y la segunda empleó un coro de 20.000 cantantes. Desde 1872 hasta su muerte dirigió la banda del 22° regimiento de Nueva York, la que en 1878 ofreció 150 conciertos en Europa. Sus innovaciones redujeron la excesiva dependencia de los instrumentos metálicos a favor de una mayor proporción de instrumentos de lengüeta, una característica de las bandas de concierto modernas.
